Dechlorane Plus Non-Content Certificate (PDF Download)
Dechlorane Plus, widely used as a flame-retardant additive, is facing global monitoring and regulation due to recent environmental and health concerns. This article provides an overview of Dechlorane Plus and the background of its regulation.
Dechlorane Plus is a chlorine-rich flame retardant that has been added to various products for many years due to its high flame retardancy and stability. Its main uses are as follows:
Automotive parts
(wire sheathing, interior parts)
Polymers for electronic devices
(connectors, cases, etc.)
Building materials, adhesives
・Rubber products, etc.
Dechlorane Plus has the property of being resistant to degradation and remaining in the environment for a long time (high persistence), and bioaccumulation and long-range transport have also been reported. For this reason, it became subject to international regulation in 2023.
It does not degrade easily under normal natural environmental conditions and remains in soil, water systems, and the atmosphere for a long period.
In addition to bioaccumulation, where it concentrates in organisms through the food chain, long-range transport by air and ocean currents has been confirmed, and it has been detected in areas far from its source.
Due to these properties, it was identified as a problem and newly added as a "Persistent Organic Pollutant (POP)" under the Stockholm Convention (POPs Treaty) in 2023, becoming a regulated substance.
| Regulatory body / Legal framework | Content of Regulation |
|---|---|
| Stockholm Convention (POPs Treaty) |
Generally Prohibited (2023) General prohibition of manufacturing and use (with some exceptions for certain uses). Content limits for target products (thresholds: 0.001%, etc., vary by country/region). Attention also required for unintentional contamination. |
| REACH Regulation (EU) / National chemical substance regulations |
Regulation Strengthening In the EU and Asian countries, restrictions on imports and exports and disclosure obligations on SDS (Safety Data Sheets) are also being strengthened. Further expansion of restrictions is expected in the future. |
Highly flame retardant, but a chlorine-based substance with a significant environmental impact
Manufacture and use generally prohibited internationally by the Stockholm Convention
Products containing it are highly likely to violate export regulations, and this is expected to expand further
Urgent need for ingredient confirmation, acquisition of non-inclusion certificates, and establishment of internal management systems
As chemical substance management becomes stricter, companies are required to understand the components of raw materials used and respond appropriately. If you have any questions regarding the review of flame retardants used in products or compliance with regulations, please feel free to contact us.
